How many ESL students are there in the United States of America?

Not too many people know what ESL means.  Well, ESL students refer to limited English students.  Statistics show that ten percent of all public school students are English as a Second Language learners (ESL).  This means they have limited English proficiency.  The bad news is that less than 1 percent of public school teachers are ESL instructors.  What does this mean?  Unfortunately, there is just one ESL instructor for every 150 ESL students. At the same time, the standard classroom ratio across America is one teacher for every 15 students.
